Metropolitan Government Building

Visitor guide for the Tokyo Metropolitan Government Building (Tocho), a popular tourist attraction with free observation decks offering panoramic views.

What to know

The Tokyo Metropolitan Government Building (東京都庁, Tōkyō Tochō) in Shinjuku is a popular free attraction offering two observation decks with panoramic views of Tokyo and beyond. At 243 meters tall, the twin towers each house an observatory at 202 meters. It was Tokyo's tallest building until overtaken by Midtown Tower in 2007.

On clear days, you can spot Mount Fuji, Tokyo Skytree, Tokyo Tower, Meiji Shrine, and Tokyo Dome from the observatories. Each deck has a cafe and souvenir shop.

The towers and surrounding buildings house Tokyo's metropolitan government offices and assembly hall. As a security measure, visitors undergo bag checks before taking the elevators.

On the second floor, a tourist information center provides details on Tokyo and other destinations across Japan. The center periodically holds fairs featuring local products from selected regions.

In the evenings, a 15-minute projection mapping show is displayed on the twin towers every 30 minutes, free to view from many spots around the building. Times vary by season, and shows are canceled in bad weather.

Tocho-mae Station on the Oedo Subway Line is located in the building's basement. Alternatively, it's a ten-minute walk from the west exit of JR Shinjuku Station.
